Initial support for OSSM with OpenShift User-defined networking (UDN)

      This is an epic for initial, documented support for OSSM in the context of OVN-K's User Defined Networks. Initially, it is likely that this support will be constrained to particular scenarios, for example - only the primary UDN. In the future that can be expanded on.

      The bulk of the investigation and PoCing is to be done as part of this spike: https://issues.redhat.com/browse/OSSM-8398. The outcome of that spike will largely determine the scope of this epic, thus it is a blocker for completing the larger epic.

      Generally available support should include draft documentation, which can be captured in community repositories in preparation for it being included in OCP / OSSM product documentation, including support limitations.. We will also need to incorporate automated testing as part of our release process. If we cannot reach the level of confidence needed for GA, we can fall back to a tech preview designation.

      We'll need to investigate whether OSSM works with OCP's new user-defined networking feature.
