A repo for istio-zones should be created in one of the team's image registry orgs.

Variables and secrets for the build & publish workflow should be added by an org owner to the GitHub repo settings (found in Settings -> Secrets and variables -> Actions).

Variables required:

IMG_REGISTRY_HOST

IMG_REGISTRY_ORG

IMG_REGISTRY_REPO

Secrets required:

IMG_REGISTRY_USERNAME

IMG_REGISTRY_TOKEN
