We should have prow CI jobs for our Istio fork: https://github.com/openshift-service-mesh/istio/tree/release-1.23.0-redhat

So that we can run all tests with our proxy instead of upstream's.

For this purpose, we can copy all 2.6 prow jobs, that run on Kind.
