Proxy never ready on Z and P

      On s390x arch the proxy pod is started but is never ready and following error is visible in the log:

      'grpc-message', 'upstream connect error or disconnect/reset before headers. reset reason: connection termination'

       

      Proxy debug log and istiod log attached.

      Istiod is accessible from the proxy:
