We should be able to use new els minimal images to meet FIPS requirements.

I am happy to inform you that the new rhel-els-minimal image [1], [2] has been released as part of the 9.4.0.2  and 9.2.0.10 RHEL composes. and is now available for internal use. Please note that the image is hidden in the registry and can only be accessed by our internal teams (you can pull it using the latest tag).

Key notes about the image:

• Currently, the image is available only for 9.4 and 9.2, Nothing is based on the RHEL 8 version.
• It has the same life cycle as the rhel-els image (4 years from RHEL minor version GA)
• It is available to OCP Layered products + OCP Core + OCP Virt (CNV) + OSP
