During development, running those tests takes too much time, but before the release we should execute them as part of the build because CPaaS runs builds on all our supported platforms - and that's currently our only way to run tests on Z and P.

Acceptance Criteria:

• Run proxy and envoy tests in CPaaS at least once before TP release
• We can disable them again afterwards
