Istio Integration tests are failing when executed in maistra-builder image

They are failing consistently on the same tests.

Update:

This problem occurs in maistra/istio 2.3 and is not caused by our builder image. In the current version we run tests using upstream build-tools image and the following integration tests fail:

• TestSimpleTlsOrigination
• TestMutualTlsOrigination
• TestClientToServiceTls
• TestDestinationRuleTls
• TestEgressGatewayTls
• pkg/istio-agent/agent_test.go ("GCP")

We definitely have to enable and fix these tests before the release 2.3.

For QE team:

It does not require any additional work from the QE team, because the solution was just regenerating certificates so that they are correct against OpenSSL.
