When you try to run the whole cypress test suite second time without reinstalling SMCP, the tests fail because bookinfo app ( and all other apps ) contains the following error in the gateway

upstream connect error or disconnect/reset before headers. retried and the latest reset reason: remote connection failure, transport failure reason: TLS_error:|167772427:SSL routines:OPENSSL_internal:wrong version number:TLS_error_end:TLS_error_end

We haven't noticed yet since downstream pipeline install SMCP as well.

This is because the test `istio-config` didn't cleanup resources which created, for this case, it is disable `PeerAuthentication`in the SMCP namespace
