Description:
In our downstream pipeline we need to run test e2e test and the istio integration test against all supported versions of the current OCP version, this means, OCP ga version minus 2 versions and GA next pre release. Currently, this is from 4.14 to 4.17 OCP versions.

Acceptance Criteria:

• Run downstream jobs from every release build that we are going to release
• Run the downstream job against all supported versions
• Run on each job each suite: e2e sail operator test and istio upstream integration test
