Update MTT test image to work with the latest oc client

      There is an issue in LPINTEROP

      oc: /lib64/libc.so.6: version `GLIBC_2.33' not found (required by oc)
oc: /lib64/libc.so.6: version `GLIBC_2.34' not found (required by oc)
oc: /lib64/libc.so.6: version `GLIBC_2.32' not found (required by oc)

      this is because the latest oc binary works on RHEL9. The repository also contains the binary for RHEL8 https://mirror.openshift.com/pub/openshift-v4/x86_64/clients/ocp/latest/

      So we have to options, either download binary for RHEL8 or use RHEL9 as base image https://github.com/maistra/maistra-test-tool/blob/main/Dockerfile#L12
