We'll need to update the section on installing Istio-CSR to change it from using the community helm version of istio-csr, to the OpenShift supported istio-csr that will be deployed via the cert-manager operator. Ensure the rest of the instructions align with the OpenShift cert-manager operator.

This should be done in collaboration with the cert-manager team, once the cert-manager operator supports installing istio-csr.

This will need to be done for both Service Mesh 2.x+ and 3.x+, though the only difference is like the ServiceMeshControlPlane section.
