We need to add integration tests for GatewayControllerMode so we can guarantee that OCP's integration will work as expected.

Acceptance Criteria:

• test that verifies single control plane with GatewayControllerMode works as expected
• test that verifies deploying two cluster-wide control planes, with one having GatewayControllerMode enabled works as expected
