This spike is to use the Sail operator to configure Istio in "ambient mode" and to validate that it provides the necessary configuration to:

Use cases to consider:

• Only ZTunnels
• ZTunnels + Waypoints
• ZTunnels + Waypoints + sidecars ? (not sure if this is supported)

The goal is to identify any gaps or enhancements that should be made to the Sail operator to better support ambient mode.

This should be completed with Istio 1.22 or later.

The output of this spike should be a document with the steps taken and configuration used, noting any challenges encountered. Issues should be created for any product changes required.
