In order to be nice to customers who do not want to upgrade their control plane but yet auto-upgrade their operators, we still include Kiali 1.48 in the Kiali Operator (though it is not officially supported since the release of OSSM 2.5). See: https://issues.redhat.com/browse/OSSM-5964

However, once OSSM 2.6 is released, we should no longer even do that. We can remove that unofficial support of Kiali v1.48... by the time OSSM 2.6 is released, customers should be moved to a newer version.

So this task is to remove all remnants of Kiali v1.48 from the Kiali Operator that will be released with OSSM 2.6.
