Investigate how the Sail operator and/or APIs can best support a multi-cluster mesh. The outcome of this should be:

      • Document how to setup a multi-cluster mesh with the Sail APIs
        • There may be multiple options there. Relying on istioctl or using some other automation for example.
      • Define what the operator's role is for a multi-cluster mesh
        • For example if the istiod is managing workloads across clusters, how does the operator know if all workloads have been upgrading to a new revision in a remote cluster?
        • Should the operator be granted access to an external cluster and if so how will this be done?
      • Decide on how users will use sail to manage a multi-cluster mesh.
        • Investigation should be presented to the team and decisions made for multi-cluster support in Sail.

Also the ACM team has developed a multi-cluster addon for service mesh: https://github.com/stolostron/multicluster-mesh-addon This should be considered as well in the investigation.
