      Goal:  Deliver a working Service Mesh Proxy based on Upstream Proxy.

       

      Ultimately the goal is to stream line the development process to work on "proxy first".

      It is likely that the 2.6 release Service Mesh Proxy will be built using the process simular 2.5.

      Ideally integrate the build process into the envoy-openssl repository.
