Acceptance Criteria:

• test deploys a simple SMCP (in accordance with the blog post we published) and an Istio resource and then performs a revision-based upgrade to the latter
• user workload monitoring is configured
• SMCP version is 2.6 (2.5 is okay until 2.6 is ready)
• there should be no downtime. requests to workloads should work at all times
• upgrade failures are visible and reported to the team
• test runs against all versions of Istio we support in 3.0
