Currently, the operator runs the Helm upgrade operation every time it reconciles. Semantically, this is wrong, as we're not actually upgrading anything. We're just ensuring that every owned resource that should be present, is actually present.

We may be able to use the Rollback operation to achieve this by rolling back to the current revision.
