Migrate cachet configuration from semaphore to tsp

See https://groups.google.com/a/redhat.com/g/quality-community/c/FUCoKbesRGM/m/76QhZvTqAQAJ , our jenkins configuration still contains the old internal.status.redhat.com endpoint which should be updated to the new tsp.status.redhat.com .

Alternatively, we can completely remove cachet since it's only used in polarion uploader job but it's not even enabled there.
