Includes validating cert-manager + istio-csr, adding community and product documentation. Some notes:

Engineering/QE may add community instructions to sail-operator user documentation (using community cert-manager + istio-csr) OR product instructions to downstream documentation using OpenShift cert-manager operator + community istio-csr.
Existing OSSM 2 documentation exists: https://docs.openshift.com/container-platform/4.16/service_mesh/v2x/ossm-security.html#ossm-cert-manager-integration-istio_ossm-security
Note that cert-manager must be installed before Istio, thus we should add a note prior to the "Istio" installation that if users intend to use cert-manager with Istio, it must be installed prior to Istio.
