With the latest OSSM 2.5 bundle istio-rhel8-operator-metadata-container-2.5.0-34 , the upgrade test case (SMCP_VERSION=2.3) (pkg/tests/ossm.v2.3/TestSmoke/upgrade_v2.2_to_v2.3) failed. ( SMCP_VERSION=2.3 )

When SMCP v2.2 is installed, the bookinfo app is not able to start. All pods have stuck with `ContainerCreating` state with error events:

ERRORED: error configuring pod [bookinfo/details-v1-54445495c5-2zq8x] networking: Multus: [bookinfo/details-v1-54445495c5-2zq8x/d3474957-ccf0-452b-a263-6872d59ed16b]: error loading k8s delegates k8s args: TryLoadPodDelegates: error in getting k8s network for pod: GetNetworkDelegates: failed getting the delegate: GetCNIConfig: err in GetCNIConfigFromFile: no network available in the name v2-2-istio-cni in cni dir /etc/cni/multus/net.d '

The test case worked correctly with the previous build, istio-rhel8-operator-metadata-container-2.5.0-30
