On each PR, GitHub actions builds containers which are later consumed in public pipeline. We used similar approach few years back, but utilizing Jeninks to publish these images into quay.io. Although quality engineering or engineering in general does not utilize such an approach anymore, It would be nice to have possibility to pull such a images for example into existing instance of OCP for testing purposes.

acceptance criteria:

• publish images built on each PR into quay.io/kiali registry
• research scripts capable of pulling quay.io/kiali images into OCP instances
• deprecate build agents in Jenkins
