Create separate doc repo. Copy openshift doc repo as a base, and delete the folders that are not necessary.

build-docs is Shipra’s repo that we walked through (https://github.com/openshift/openshift-docs/tree/build-docs)

Everything that goes into main also go into build-docs 1.0 as well for the initial release. So we need a branch name for Service Mesh - looks like we can use service-mesh (and then version for 3.0, 3.1, etc).

Pipelines doc is another example. https://github.com/openshift/openshift-docs/tree/pipelines-docs
The Pipelines doc also has broken releases down 1.0, 1.1, etc.
