[RFE] Support min/max TLS version for client connection originating from proxies.

    - Support min/max TLS version for client connection originating from proxies.

2. What is the nature and description of the request?

The min/max TLS version settings only apply to the listeners configured on the proxies, not to client connections originating from the proxies.  

3. Why does the customer need this? (List the business requirements here)
 -  We are facing TLS connection failure while establishing the connection with the external application from the application pod running inside OSSM.

• The traffic will go through the egress gateway.
• They need it so that they can use TLS v1.3 on the external application.
