      Determine how we will ship istioctl.

      We currently do not ship any RPMs. We only ship container images. How can we ship istioctl?

      Consider how other projects ship their upstream CLIs (e.g. Pipelines/Tekton): https://docs.openshift.com/pipelines/1.11/tkn_cli/installing-tkn.html#installing-tkn 

      Acceptance criteria:

      • Make istioctl download url available from the OpenShift Console
