OSSM 2.1 operator should set Kiali CR "spec.version" to v1.33 for now

Similar to https://issues.redhat.com/browse/OSSM-255, we need to make sure the Maistra operator sets the Kiali CR "spec.version" properly for the different versions of the SMCP.

What needs to be added now is when installing a SMCP 2.1 (to get a 2.1 control plane), the Kiali CR "spec.version" field needs to be set to "v1.33".

NOTE! This version is temporary. Most likely when it is time to release the real Kiali build, that "spec.version" field will need to be changed to "v1.35" or thereabouts. But for right now, we have "v1.33" that people should be testing with. So right now, the  Maistra operator should be setting its generated Kiali CR's "spec.version" field to "v1.33".

When we know what the real version will be in the future (and when we have a build for it) we will create another Jira for that.
