We need to listen for UMB msgs on VirtualTopic.eng.ci.redhat-container-image.index.built topic to know when new IIB for kiali for ossm 2.4 is ready. Then we need to trigger downstream pipeline.

AC:

• downstream pipeline is triggered for each UMB msg for kiali-prod-operator-metadata-container-6.y
• IIB parsed from the msg is used for kiali index image
• the latest available IIB for maistra is used for maistra index image
• kiali cypress and integration tests are executed
