When new bundle image is created for either maistra or kiali, there is also new IIB. When running downstream pipeline, we need to provide maistra and kiali IIB but the UMB message only contains IIB link for given build (maistra or kiali) and we don't know which IIB for other component should be used.

We need to find a way how to know which is the latest IIB for given version (e.g. 2.4) for both component. In other words, when we receive UMB with new maistra iib, which kiali iib should be used with this and vice versa.
