Because of incorrect location of brew_package_override in we hit https://issues.redhat.com/browse/CWFCONF-4999

It's necessary to move it under the component to fix this issue and update HB config for rhel-8-rhossm-2.4.yaml which was changed by https://gitlab.cee.redhat.com/pipeline/products/-/merge_requests/1989
