Unexpected listeners configuration when multiple k8s svc match a Gateway

      This is exact same issue with upstream's https://github.com/istio/istio/issues/31084.
      It sometimes happens on OSSME 2.0.3 on OCP 4.7.

      https://github.com/istio/istio/issues/31084 has a simple reproducer so
      I don't write the steps but here is an example log in prow.
