Investigate and update the Cypress hooks before running a regression on the multicluster

With the newly added hooks, the Cypress suite is able to detect if demoapps are installed correctly and if they are not, it will reinstall them.

The error rates demo in multicluster scenario is installed across both clusters. However, the suite might detect this as an faulty installation of the demo app and might try to reinstall it on the east cluster only, which is not what we want.

The point of this is to update the hook and also investigate if other hooks might cause similar failures.
