Improve Service Mesh Operator versioning scheme to reduce confusion

During the last 2.0 upgrade, there was much confusion around the versioning of the Service Mesh operator vs the version of Service Mesh Control Plane. The fact that both were versioned 2.0, and the control plane (auto-upgraded) for most customers, meant that most customers believed that the control plane itself was auto-upgrading, causing much concern. 

This is a story to discuss if/how we should modify our operator versioning to improve this in the scope of 2.1.
