Users need access to Grafana and Prometheus for Developer users in OpenShift. Currently only Admin users can access Grafana and Prometheus.

Hello Team,

The normal SM members are not able to access SM Prometheus and Grafana consoles. A `view' role over the control plane namespace will enable the user to access but along with that it gives access to all the information on the controlplane project which isn't expected. The current requirement is for an RBAC similar to Kiali, in which one doesn't have to provide access to controlplane, only the application project access is sufficient.
