We need some tests against OCP used in the pipeline to be sure that it's healthy.

Before starting tests we need to be sure that
AC:

• all cluster operators are Ready
• all nodes are up
• there are no performance related alerts like etcd poor response times
• when conditions above are not fine, we should stop the pipeline and throw the error
• we want to run this against both fresh and existing OCPs
• error message must be clear
