Automatically rollout user applications after updates or when a namespace is added to a mesh

Users should be able to specify whether or not they want their pods restarted after an upgrade (e.g. new proxy) or when adding a namespace to a mesh.

This option may be specified at various levels:

• Pod/Deployment (e.g. annotation/label)
• Namespace (e.g. SMM or annotation/label)
• Mesh (e.g. SMCP)

The last option is probably dangerous, depending on whether or not the mesh admin knows what's going on with the applications in the mesh.
