Steps to reproduce:

1. Deploy the 2.4 SM operator with Kiali 1.65

2. Create the 2.4 SMCP

3. Deploy the httpbin and gateway deployment to the bar namespace

4. Add the bar namespace to SMMR in the istio-system namespace

5. Deploy the k8's CRDs to the OpenShift cluster

6. Apply the 2.4 Gateway API settings to SMCP:

Verified the istiod pod logs:

The Istiod pod runs successfully without any errors.
