10/14/2024: Waiting for QE to provide command to run to apply configuration.

Doc Peer Reviewer came back with some questions and clarifications that require engineering input. Docs has resolved the other comments. Engineer tagged in comment in PR, QE reached out to Doc, and is also working to get some answers.

Gwynne is on PTO Oct 7-11, so it is possible answers will be provided while she is on PTO, and she will address/incorporate them on her return.

Former Jira Name: Document Distribute Tracing Integration (OTEL/Tempo)

Changed to: Integrating Kiali with OTEL for clarity.

There are no Service Mesh-specific Tempo instructions. Users are to follow the instructions provided by the Red Hat Distributed Tracing Team.

If users choose to do so, they can integrate Kiali with OTEL. However, users cannot integrate Kiali with OTEL until OTEL has been configured. OTEL configuration is handled by OSSM-6974

Document how to configure OpenShift Service Mesh 3 with OpenShift Distributed Tracing using Tempo and the OpenTelemetry collector.

We will NOT include Jaeger and Elasticsearch documentation, as these will be EOLed shortly.

This content is likely very similar to "Configuring the distributed tracing platform (tempo)" section of the OSSM 2 docs, except for OSSM 3 where it will not be necessary to disable tracing with the ServiceMeshControlPlane. Additional documentation for OpenTelemetry will be added in 2.6.
