Currently, we set custom paths with certificates for istiod when integration with cert-manager is enabled. Istio 1.16 does not require to specify those paths explicitly when certificates are provided by cert-manager, because cert-manager uses "well known" paths. We can remove setting custom paths to simplify the implementation.
