Do not use aws dns name for non-AWS clusters in our Jenkins job

      We should move away from using aws DNS entries for PSI cluster if possible when installing using OOD.

      Background

      It appears that we are using AWS DNS name for PSI clusters when they are created using OOD.

      e.g. https://master-jenkins-csb-servicemesh.apps.ocp-c1.prod.psi.redhat.com/job/infra/job/one-ocp-install/job/master/1087/consoleFull

      Parameters used: tsze040123 / osp

      Cluster ends up with
      [11:41:38] INFO> Creating DNS records in AWS Route 53...
      https://console-openshift-console.apps.tsze040123.servicemesh.rhqeaws.com

      Not sure if it is incurring extra spending due to AWS charging for every response to aws route 53 query:
      https://aws.amazon.com/route53/pricing/

      • Serving DNS queries: You incur charges for every DNS query answered by the Amazon Route 53 service, except for queries to Alias A records that are mapped to Elastic Load Balancing instances, CloudFront distributions, AWS Elastic Beanstalk environments, API Gateways, VPC endpoints, or Amazon S3 website buckets, which are provided at no additional charge.
