It would be nice to have one dedicated OCP cluster with the latest OSSM for read only.

AC:

• there is always up to date OSSM instance available in dedicated OCP cluster
• this instance should contain the latest available version in stage registry (the final version which will be later used in production)
• there should be a jenkins job preparing this setup so we can easily reinstall when it's broken
