Convert Envoy pre-submit jobs to be multi-arch

      We should be able to run the pre-submit Envoy jobs in all 3 supported platforms (x86, z and p).

       

      Apparently OpenShift Prow is capable of that: https://docs.ci.openshift.org/docs/architecture/step-registry/
