We need to work with Red Hat releng team (Russel / Adrian) to get this CPaaS PR merged and follow up with the HoneyBadger PR created and also merged.

We need to update the containers midstream repo with 3.0 content, e.g. by updating upstream_source.yml file to point to the correct GitHub branches.

A/C: There is a 3.0 CPaaS pipeline and 3.0 dist-git branches and 3.0 brew tags that are able to produce an Istio 3.0 build. No need for proxy or operator build yet.

Possible follow up tasks: Have the 3.0 build for operator, proxy and metadata. With metadata comes the IIB / CVP.
