Update the Openshift routing logic for Data Science Projects to use Istio, instead of bypassing it.

Currently, when creating a new data science project, an Openshift route is created with the namespace and user name as a subdomain. This approach bypasses the Istio flow, which is not desired. The goal is to leverage the Istio setup for routing control, authorization, and security.
