If a user has an existing OSSM mesh (2.3.1 or later) with a single tenant(single SMCP & SMMR), they should be able to move to an SMCP with cluster-wide enabled with a restart of the control plane (delete, recreate of the SMCP). This should not impact running application, thus should be a zero downtime upgrade.

We should test the above and add a small section in our documentation that covers this use case.
