Make sure that GatewayControllerMode works even with an existing SMCP installed

      We currently have a limitation with ClusterScoped installs that if you want to use it, you can only ever have a single SMCP in the cluster. This doesn't work for our collaboration with OpenShift ingress, because they want to offer Gateway API functionality to users that already run an SMCP. The limitation itself should not be of concern in this case anyway, as the GatewayControllerMode makes sure that two control planes don't interfere with each other.

      • Integration test that verifies that these two SMCPs can coexist without breaking anything
