Follow up of OSSM-3271. Once we figure out what to use, let's put it into production.

We will need to update the proxy postsubmit jobs with the new location for uploading the artifacts and Istio presubmit jobs (env variable ISTIO_ENVOY_BASE_URL that determines the location of the artifacts)
