Related to bug OSSM-2340, istiod self-healing was broken as it tried to inject into itself. We need a test to ensure that the self-healing capabilities work.

Acceptance criteria:

write an integration test that sets up the control plane, then deletes the istiod-pod, then checks if the pod comes up
