Background

• When 2.2 goes live, 1.1 will be out of support. While we aren't yet planning to get rid of 1.x docs, we are adding an "out of support" notice to all 1.x pages.
• We want to find a way to "demote" 1.x docs, so that they are no longer taking up a folder level (1.x vs. 2.x) but are still accessible to customers who need them.

Questions

• How would it work to make the docs visible/available, but not have 1.x be its own folder?  
• Who would need to ACK this process? Is there a precedent set by any other team/OCP program?
