[DOC] High availability configuration for Service Mesh control plane (SMCP) in Service Mesh 2.x

      My customer is asking us how to configure highly available SMCP by increasing replicas of SMCP components. Upstream documents explain parameters like below.

      autoScaling.enabled
autoScaling.minReplicas
autoScaling.maxReplicas

      Our Service Mesh 1.x docs also have those section, but Service Mesh 2.x docs do not.
      Service Mesh 2.x document should have a section how to configure SMCP components with high availability.
