Add "out of support" message to all 1.x OSSM docs

When 2.2 is released, 1.x documentation will no longer be supported. We don't want to remove the documentation, but we want to make it clear it won't be updated.

Scope: A proof of concept PR to show a preview of how this will display on 1.x docs. This will be shown to OSSM leadership/stakeholders so we can get an ACK on applying this when 2.2 goes live. 

Scope note: In creating the POC, the actual work was done, so this issue transformed into the doc deliverable. 

Make sure we specify that 1.0 is out of support and 1.1 is in maintenance support.
